through the papers myself and discovered it numbered, docketed and filed, and on further search discovered a previous letter on the same subject, for which unavailing search had been made be- fore, also numbered, docketed and filed separately. The first of these papers is subsequent to my return from leave on the 27th. September. Similarly Mr. Bullin recollected nothing of the paper recording the appointment of Mr. Sung to be Hakka inter- preter in the Magistracy. A little intelligence would have enabled him to discover the paper. A paper of 1904 regarding all night performances in the Chinese Theatres could not be found, when I asked for it, and in fact if I want a paper I find the best way is to send a Chinese clerk to look for it.

The cash book still shews & great number of mistakes mostly in the audit numbers. I find five such mistakes noted by me since the 20th. October.

On two occasions I have noticed Mr. Bullin has been absent when the vault was being opened although I have warned
his him more than once of direct responsibility for the security of the vault.

I have discovered that our office copy of a document has been attached to the original C.S.0, and returned to your office, and I have also found a C.S.0. document (8525/04) which was reported missing, among our office copies of documents.
There are usually mistakes in the monthly lists of C.S.C. documents in this office. In the November list two papers which had been returned to you, were on the list as still in this office. In October the mistake was vice versa,

Some trouble was caused you in November by a wrong reference in a letter of mine to a previous document. I left the filling in of the reference to the First Clerk. If he could not find it he should have asked me, Mr. Bullin contended him- self with looking in his rough register and selecting the most likely number. He should have looked up the original document and referred to me in case of doubt. When a query came down from
